I've got this issue now. The problem is it won't go away. It was never 'on' in developer options. I turned it on, rebooted, turned it off. Still there. I turned off dev options. Still there. I wiped cache partition. Still there.

    Help!

Does it appear when you touch the screen?

Only when I touch it. Sometimes the circle gets bigger, sometimes smaller. It's not always the same size.

You have "Show taps" enabled in the Developer Options.

    No I don't.

I said, "It was never 'on' in developer options. I turned it on, rebooted, turned it off. Still there. I turned off dev options. Still there. I wiped cache partition. Still there."

Just because you closed Developer Options doesn't mean it'll be off.

Just wondering is it a screen recorder issue like the original post here. Have you tried my suggestion 2nd post, it seems to have fixed the original posters issue.

That wasn't it. But it was promising because I had a Screen Recorder app installed. (My wife doesn't but has identical phone that I maintain.)

I noticed something odd. Whenever I boot up my Live Wallpaper takes time to load. During that time there's no circle. My system clock takes longer to load. I was wondering... is it possible... that white circle is part of the screensaver?

Believe it or not -- YUP.

    It's an awesome screensaver otherwise
