It might because of Netflix's DRM policy. Hotstar also doesn't allow to cast from phone to Smart TV. You can use Netflix for Smart tv app.

Could you cast the screen via the toggle in android (top pull down menu (fast toggles) on the 5T os), leave the screen on the 5T on and just screen mirror to the TV?

Is due to DRM. Casting from Netflix is only possible to a Chromecast or throught hdmi (oneplus phones do not have this option).

Why not use your phone as a WiFi hotspot and connect the TV to this "WiFi"?

well I contacted Netflix officials and they said that officially, they only support Chromecast for casting purposes. OnePlus and even Miracast are not yet supported for casting.

maybe we'll need to buy a Chromecast to enjoy Netflix on smart tv

Sadly I believe it's not that they are not yet supported it's because they are being dropped from support. I had been using Netflix and Miracast for a few years until i realized my pixel 2 wouldn't use miracast. Is Netflix now not cooperating at all with miracast? That has been a concern of mine if looking for a new phone to replace this pixel
