Are you 100% sure? have you tried letting someone else face unlock it, your mom or a friend. If they can you have trusted places enabled.

Please go to Settings -> Security & Lock Screen -> Smart Lock.

    Enter your PIN.

You should have four options. Can you please check if any of them is activated?

(On-Body Detection, Trusted Place, Trusted Device, Voice Match)

It is widely known that the face unlock is quite unsecure and more of a gimmick feature for comfort. The phone does not have the same cameras and sensors like Apple for example.
People unlocked their OP with pictures for example. Nothing new. If you want it safe, use a long pin code and change it regularly.

My brother unlocked my phone too, but just a time.

Face Unlock is not supposed to be completely secure. The most secure sensor is the fingerprint one, the one you use for payments.

Not using a 3D scan of your face, it's just an issue that could happen.

Could have? Perhaps. Should have? No. You're getting one of the most powerful under 600 USD phones on the market. Fingerprint and PIN/PATTERN/PASSWORD are available as well. Use them. Think FaceUnlock is unsecure? Don't use it , simple as that. Everyone is entitled to an opinion but to say they should have done better when they delivered a great phone at a great price is unfair to the company.
