I struggled the whole day trying to update my phone to 38R, nothing worked. I got the assert failed error that has something to do with an app in system/app.

Then i found this package. It's the 38R update that has a modified updater script. I flashed this with TWPR and all seems to be fine now.

I hope this helps for you too.

If just flash it using TWRP on my rooted device, will I lose my apps, settings, data etc? And should I wipe anything after/before flashing?

It worked! Did not show TWRP log though so it looks stuck and then *bam!* it works.
Though since not official I'm kinda skeptical to what has been "modified" and if only that was.
