Initially youtube play fine on my nord running on 11.1.5.5, but after an ad, you tube frame drops nearly around 10-20 fps, I uninstalled all the updates of youtube, reinstall it clear cache and every thing but it doesn't fix it.

For that You have to enable "Stats for nerds" from within the youtube app settings page and then while watching any video tap on the 3 dot icon in yhe top right corner and select stats for nerds.

Cool feature so thanks for sharing this. However it doesn't show the frame rate so I still don't know how he measured it...

If you see the video format detail in the SS you attached there it is written " @30 " it means that the video is of 30 frames per second.
And if any lag is there in the video and any frames are dropping it will be seen in Dropped Frame detail and reads ( x frames are dropped/ out of total frames ).

    Edit:
And I think he guessed the frames, one can approximate the frames . Because in youtube from what I have experienced these missing frames are consecutive frames(1,1,1,1,0,0,0,0.... instead of 1,1,1,1,1,1,1,1,1,......) or group of consecutive frames divided alternatively in a second (30 fps vodeo play like 10, 0 , 10 instead 0f 10, 10, 10 ) but not alternative individual frames ( like 1,0,1,0,1,01,0..... instead of 1,1,1,1,1......) so when the video stutters it is obvious to see its like automatically Play Pause Play Pause and very fast.

That's what I'm thinking too. One must be quite magician to count frames per second. Sounds like bs to me.

Also I doubt that slow network speed can cause the same, I mean frame drops

My internet is around 100 Mbps. Actually I can see fluctuations in my frame rate like you play play cod modern warfare In low end pc. Thing is after see drop in frame rate, i close youtube and restart the video, and it doesn't play from where I left it also there is no history for recently watched video.

I'm having the same issue with my 7 Pro, it's been like this for two updates now. This is, by far, the worst update service I've ever experienced. Now I understand why idiots are still buying apple products because every android manufacturer can't get their head outta their *** long enough to release a decent update that actually fixes issues. As it is, the proximity sensor starts acting up anytime I refuse an update for more than a few days.
